Well the legal drinking age in Quebec is 18, so I don't see why they would require you to be 21+.

Anyway some of the popular bars there are: Bar Café d'Époque and Le P'tit Caribou
References :
I didn't know the drinking age in California was 18? Are you sure you're not talking about Baja California, Mexico?

That sounds like a place in France, and it reminds me of the last name of that funny guy from Friends the TV Show. Matt Treblanc or something.
References :
Driving up is a waay better idea.

Go straight up the 87. A nice stop near the border (decide which one is better - way there or back depending on when you drive) is at Au Sable Chasm in the USA. It's about 6 miles off the road, and well worth it.

As for your questions:

- The 87 is usually pretty good at the border, but try to listen to traffic radio (620 AM) when you get near Plattsburgh. If they tell you there's an hour wait or more (though usually there isn't much of a wait), get off at the last exit and make a right. Stop in a gas station and get directions to the other border exit.

- Tolls? There's only one toll. You'll have to pay attention because if you remain on the 87 you wind up in Buffalo. So when you hit Albany remember to get off. The toll in total costs around 6 bucks, I think.

- Good places to stay near the mountain? if you can, stay ON the mountain. But I don't know what your budget is, and I don't know Tremblant too well.

- If you can get into a Canadiens game, it will be well worth it. Otherwise, walk around the underground city downtown and the old port. Also you might want to take i the nice view at the top of the mountain and bring some ice skates and a hockey stick to go outdoor skating (in every park) in the city.

Enjoy the skiing!
References :
Most days it wil be no problem. Tremblant is a tourist destination and unless there is a blinding blizzard, the road will be clean. Just use common sense and if you are worried try to travel during daylight.

This is a great government site for road conditions.

Euh... with so much snow? The highways are pretty much all clear right now..

Drive at a reasonable speed and the road is perfectly safe.
